Answers to Your P.D 907 Eligibility or Honor Graduate Eligibility Questions


tagertz16 asked if he could use P.D. 907 Eligibility when applying to Philippine government agencies. A followup question was if he could use the same when applying for a second-level position.

To answer his questions, let us first find out what P.D. 907 is all about. 

Presidential Decree 907

P.D. 907 is also known as "Granting Civil Service Eligibility to College Honor Graduates". The Honor Graduate Eligibility (HGE) apply to those who: 

- Graduated summa cum laude, magna cum laude or cum laude in their bachelor degree or baccalaureate degree.

- Graduated from school year 1972-1973 onwards.

- Graduated in a private higher education institution in the Philippines with baccalaureate/bachelor’s degree recognized by the Commission on Higher Education (CHED) or a state/local college or university with baccalaureate/bachelor's degree included in its charter, or baccalaureate/bachelor's degree duly approved by its Board of Trustees/Board of Regents.

As for the followup question, here's what the law says about it. Under the "Appropriateness of HGE" clause, the HGE shall be "considered appropriate for first and second level positions in the government that do not involve practice of profession and are not covered by Bar/board/other special laws."

    1. Section 1 of PD 907 provides that any graduate of a 4 year course with honors is qualified. Graduate level courses is only 2 years course. How can we be sure that a graduate level with honors is qualified?

  12. If you graduated at least past 1972, then you are elegible for PD907. Check with CSC which regional office has jurisdiction over your school.

  21. Good morning, I am confused of this distance learning. We had 2 years of ftf class and 2 years online, and we graduated with latin honors, are we still qualified to have HGE?? PLEASE REPLY

    1. As long as your course is a 4 year course. It was clearly provided in Section 1 of PD 907.
