The BIR provides "equal opportunity for employment" in accordance to Section 25 of RA No. 7277 which states:
Equal Opportunity for Employment. – No disabled person shall be denied access to opportunities for suitable employment. A qualified disabled employee shall be subject to the same terms and conditions of employment and the same compensation, privileges, benefits, fringe benefits, incentives and allowances as a qualified able bodied person.
Eligibility for Skilled Positions
The BIR grants eligibility for skilled positions in accordance to CSC MC No. 10, s. 2013. In case an applicant does not meet the required Qualification Standards, the Personnel Division-National Office or the Human Resource Management Unit-Regional Office will recommend other position/s based on the applicant's qualifications.

Hiring or Reinstatement of Persons Over 40 but not Over 57 Years
For those who have not worked in the government, the BIR may hire persons over the age of 40 but not over 57 years in accordance to Memorandum Circular No. 35, s. 1988.

For those who have worked in the government, the same memorandum circular is the basis for their reinstatement, provided he/she rendered satisfactory service in the government.

In addition, if the said person seeking to be reinstated in the government is a former BIR employee, he/she also needs to submit Certificates of Clearance from the Office of the Ombudsman and from the National/Regional Offices where they were previously assigned, together with their application forms, to the Personnel Division-National Office and/or the Human Resource Management Unit-Regional Office:

Application Process
Applicants for hiring or re-employment go through preliminary screening, followed by a pre-employment examination. Those who qualify the preliminary screening and pass the pre-employment exam will go through a series of interviews to be given by the BIR. Within 15 working days from the date of the exams, the BIR should have already selected an applicant/s to hire.
